Audio packet loss rate with VAD/DTX

Issue description

What steps will reproduce the problem?
1. Create a VoiceEngine channel (iSAC 16 kHz), do not enable VAD/DTX and connect to a peer.
2. Observe currentPacketLossRate == 0%
compare to:
1. Create a VoiceEngine channel (iSAC 16 kHz), and enable VAD/DTX and connect to same peer.
2. Observe currentPacketLossRate up to 6% with all other options the same.

What is the expected output? What do you see instead?
Expect to see currentPacketLossRate == 0%, but frequently see values up to 6% 

What version of the product are you using? On what operating system?
VoiceEngine @ r1738 on Windows 7 for both peers, also see it when calling from Win 7 <-> OS X.

Ray, can you assign this to someone to try to repro?
I have been able to reproduce this and I am investigating further into the issue.
