support region selection in chooseDesktopMedia

This is an enhancement request to support region selection in addition to window and desktop selection in chooseDesktopMedia.

Here is a quote from one of my customers regarding screenshots using chooseDesktopMedia: 

"Yeah, that new tool won’t work for us because we have one program spread over multiple monitors and only want to show one chart within it, but it is all one “window” according to the tool because it’s just the program."

Today we can use a Java applet to select an arbitrary desktop region, but since NPAPI is going away, I ask again that chooseDesktopMedia be extended to take up the slack by allowing a light-box type region select.

Why can't you just crop the screenshot after taking it?
Cropping is an option for stills, but it is a sub-optimal user experience due to the multiple steps required, and the need to go full screen in the browser to make it visually consistent.

1. chooseDesktopMedia to allow the user to pick a monitor
2. snapshot that screen
3. crop the screen
4. upload finished product

Yes, it can work, but I believe it would really annoy people who have to take many screen shots.  Today, it is a simple drag to select and done.

And while cropping would work for a still image, it would not work for a screencast.
