Issue 886: Not an IANA standard

Issue description

 Issue 15  was discussing whether to use application/webm or video/webm... but webm itself is not an IANA standard, which is causing problems for other projects that try to rely on standard definitions, as opposed to guesses about the de facto situation.

For example, http://bugs.python.org/issue16329

Note that I am explicitly not taking a position on Video vs Application vs whatever, or on when the more specific types should be used; simply defining Video/webm (with an acknowledgement that more specific types may be appropriate in some cases) would be sufficient to resolve that issue.

The registration of WebM's MIME type(s) with IANA ( http://www.iana.org/assignments/media-types/media-types.xhtml ) would be appreciated.

I'd like to use this file format but it is an issue for my host because it's not listed on the IANA list. http://www.iana.org/assignments/media-types/media-types.xhtml

Is this in the works?
