Issue 5450: Failing web-platform-test for ArrayBuffer constructor that passes in Firefox and Edge

Issue description

http://w3c-test.org/typedarrays/ArrayBuffer_constructor.html

This test fails in Chromium but passes in Firefox and Edge.

It looks like corner cases in the handling of the length argument.

Assigning to jochen@ for triage since the template seems to want that.

ArrayBuffer constructor semantics changed recently in https://github.com/tc39/ecma262/pull/410 . Khronos tests were recently changed to meet this at https://github.com/KhronosGroup/WebGL/pull/1947 . I wonder if web platform tests are showing the same issue, and it is the tests that need to be updated (or deleted for redundancy with test262) rather than a Chromium change needed. I will look into this further when I come back from PTO in two weeks.
