Issue 5450: Failing web-platform-test for ArrayBuffer constructor that passes in Firefox and Edge

Issue description

This test fails in Chromium but passes in Firefox and Edge.

It looks like corner cases in the handling of the length argument.

Assigning to jochen@ for triage since the template seems to want that.

ArrayBuffer constructor semantics changed recently in . Khronos tests were recently changed to meet this at . I wonder if web platform tests are showing the same issue, and it is the tests that need to be updated (or deleted for redundancy with test262) rather than a Chromium change needed. I will look into this further when I come back from PTO in two weeks.
