Currently, the PDF backend switches to CPU rasterization for all SkImageFilters. This means that they are rasterized at screen rather than print resolution, and that the filtered result is sent to the device as a bitmap. Some filters (e.g., SkOffsetImageFilter) may be expressible natively using PDF. We should do so where possible, in order to render at printer resolution and to reduce size on the wire.

If I client wants to draw something with an offset, why not just draw something with an offset?
