Share more code between SkDraw and GrBitmapTextContext

Currently GrBitmapTextContext has a copy of the layout code used in SkDraw. It would be better to have a shared set of functions used by both (and other text renderers).

This is a great idea, but no one is currently working on it.  Moving to icebox.

I have combined code from GrBitmapAtlasTextContext and SkDraw. The Depth Field and Stencil code still need to be integrated. In Addition, I combined the XPS and SkDraw code.
