What steps will reproduce the problem?
1. Add 'paint.setTextSkewX(-SK_Scalar1 / 4);' to verttext.cpp
What is the expected output? What do you see instead?
The text to have skew, but the vertical advances not skewed. Instead the text is skewed and the advances are also skewed.

This happens on the current experimental GDI vertical text and on Linux and Mac.
This behavior is obviously unwanted, but the scaleX might be desirable. Some clarification with how the fPost2x2 matrix should be handled with vertical orientation.
