Effective maximum git object size limit is not displayed on the project info page

Issue description

Affected Version: 2.15 and master

What steps will reproduce the problem?
1. Configure receive.maxObjectSizeLimit in the gerrit.config file
2. Configure a higher value on a project on the project's info screen

What is the expected output?

The configured value is displayed in the text box, and the effective value is displayed beside it.

What do you see instead?

Only the configured value is displayed.

What is the output of the JS console log (if applicable)?

This is a gap in the polygerrit UI functionality compared to GWT which does show the effective limit.

Note that in current released versions, the effective limit is conditionally shown. However this has recently been changed [1] and from the next 2.14.x release it will always be displayed. Ideally this will be implemented in PG to match the latest behaviour.
