Issue 9528: receive.maxObjectSizeLimit should be inherited from parent project

Affected Version: 2.14 and later

What steps will reproduce the problem?
1. Configure receive.maxObjectSizeLimit on a project
2. Create a child project of that project
3.

What is the expected output?

The child project config should inherit the limit from its parent

What do you see instead?

The child project config has the default value (no limit). It is only possible to inherit the config from the globally configured value in gerrit.config

Please provide any additional information below.

Due to this it is not possible to apply a limit to a group of projects without explicitly applying it to each project.
