What steps will reproduce the problem?
1. Configure GitWeb links
2. Upload a merge commit for review

What is the expected output? What do you see instead?
It's expected that the GitWeb links each appear in the line of the corresponding parent commit, but they are shown in the middle next to each other:

Status: Accepted
This is because the link elements are added to a single flow panel sequentially.

Looking at the implementation, it seems it will look even more strange if there are also weblinks provided by plugins.

Yes, weblinks suffers from the same "implementation flaw".
