Issue 9607: New Downloads page should show the remaining time left for download.

Issue description

What steps will reproduce the problem?
1. Download a large file
2. Open Download Tab (Ctrl-J)
3. Look for time remaining on download(s)

What is the expected result?
See time remaining for each in-progress download

What happens instead?
Doesn't show remaining time

Summary: New Downloads page should show the remaining time left for download.
With old downloads page, we used to show the remaining time left on both Download
shelf as well as Downloads page. But with new downloads page, we are not showing it
in Downloads page but in downloads shelf.

Glen, please close this, in case if it is by design, but I believe we regressed here
with new downloads page.

It should also be on the downloads page, and if this is going to be implemented might consider the format proposed in  Issue 4718  which is marked as

I like how the time is displayed in the Download shelf. I think it should be displayed 
on the Downloads tab in the same format.

It's weird for the Download Tab to lack info present on the Shelf.  The Tab is
supposed to be "Download Central", where you can see ALL the detailed info in one
place.  You shouldn't have to keep both Tab and Shelf open to get the whole picture.

In fact, the situation is worse than that, thanks to the Shelf being per-tab/site
instead of per-window ( Issue 9025 ).  As it stands, to see download-time estimates,
you would have to keep EACH download site open, and hunt down the tabs individually
every time you wanted to check the times.  And if you closed a tab, or navigated away
from a page, you're out of luck.

Download Shelf items are just too easy to lose.

I think it should be like this:

1. Less than a minute - X seconds left.
2. Less than an hour - X minutes and X seconds left (when it reaches less than a minute, go to number 1). 
3. More than an hour - X hours, X minutes (when it reaches less than an hour, go to Number 2).

All approximated.

TEST=Download a large file and go to the download manager (Ctrl+J). The
remaining time of your current downloads should decreasen as the download is
getting closer to being done.
