OS: Mac(10.13.1, 10.13.6, 10.14.3), Windows(7,8,8.1,10), Linux(14.04 LTS).

Pre-condition: Set Force UI direction to 'Right-to-Left' under chrome://flags

What steps will reproduce the problem?
1. Launch chrome and give print command on NTP 
2. Observe the position of drop down arrow key and printer icons for Destinations options.

Actual : 1. Drop down arrow key is seen in the opposite position for RTL. (When compared to other drop downs like Layout, Margins.. etc.)
         2. Printer icon overlaps with the destination names (for long names.)

Expected: 1. Drop down arrow key should be seen in proper place.
          2. Printer icon should not overlap with the destination names (for long names.)

This is a regression issue broken in M-73 and below is the per revision bisect info:
Good Build: 73.0.3674.0 (Revision: 623509)
Bad Build:  73.0.3676.0 (Revision: 624069)

You are probably looking for a change made after 623567 (known good), but no later than 623568 (first known bad).

Note: Issue is also reproducible on changing browser language to any RTL language like Arabic etc.
