API feature request: Allow new tab page extensions to control whether to show bookmarks bar

Issue description

Allow extensions that replace new tab page to control whether to show Chrome’s native bookmarks bar on it, please. At least when bookmarks bar is turned off in Chrome’s options (i.e. it appears only on _default_ new tab page).

I’ll explain the rationale below:

By default, bookmarks bar only appears on new tab page (it is “floating”), and that is convenient to many people. But when people install an extension that replaces new tab page and they want bookmarks bar to still be shown on new tab page, they are almost always faced with a dilemma:
1) They can turn bookmarks bar on for every page, thus losing vertical screen space.
2) They lose bookmarks bar completely, so every time when they need to open some bookmarked page, they will have to go to hamburger sub-menu, which is very inconvenient.
Both of these choices are bad.

Now, I realize that developer of extension can access all bookmarks via API and create his own bookmarks bar substitute. But out of around 30 new tab replacement extensions that I’ve seen (the most popular ones), just one went the extra mile, and the result was very subpar. The quality of native bookmarks bar is probably not achievable with web technologies. I also realize that there are more things on default new tab page which are missing if it is replaced by an extension (like most frequented sites), but other things are far less important than bookmarks bar for people who install new tab replacement extension, I believe.

To prove my point, look at any new tab page replacement extension’s reviews – you will see people complaining about missing bookmarks bar. For example, in Google’s own “Earth View from Google Earth” extension, among 100 last reviews, 4 people said they had to uninstall it due to the absence of bookmarks bar. If the ability to control whether to show bookmarks bar is implemented, developers would be able to implement the corresponding setting in their extensions.
