Ever since the Vega attached to build370-a9 was brought back up in  Issue 924325 , it's been quarantined due to get_state() returning None instead of a dictionary https://chromium-swarm.appspot.com/bot?id=build370-a9&show_state=true&sort_stats=total%3Adesc.

I tried rebooting the device without any effect, and there hasn't been any change to the get_state logic (or anything else related to Android on chromium-swarm) in a while, so I'm not quite sure what's causing this.
