What steps will reproduce the problem?
(1) Enroll a device, then shut it down
(2) Set enterprise policy to install and auto-launch a Chrome kiosk app (tested with TestNav)
(3) Boot the device without touching inputs

What is the expected result?
The device gets new policy, installs the kiosk app, then launches it

What happens instead?
The device gets new policy, installs the kiosk app, but remains on the login screen
