PageScaleFactor changes cause constant re-rastering in child RenderWidgets (OOPIFs and their child widgets)

In the main frame widget, where the gesture is handled, the compositor throttles re-raster to powers of 2. But the page scale is propagated to child RenderWidgets without knowledge of the ongoing gesture, so they reraster at every opportunity.
