master-paladin annotator showing too many in-flight builds

Right now https://chromiumos-build-annotator.googleplex.com/build_annotations/builds_list/master-paladin/ shows 3 in-flight builds. semenzato@ says there should be at most one.

Educated guess: The build annotator only pulls from CIDB. We have had several builds hard-terminated recently, and they never got a change to update CIDB. This should be fixed as part of the ParallelCQ effort, as we migrate fully off of CIDB. Treat all pending builds apart from the most recent one as hard-terminations.

TL;DR this is expected behavior (even if terrible behavior) and should go away soon.
