Omnibox displays only inline autocomplete text after escaping after accepting a keyword hint

Issue description

Chrome Version: 71.0.3578.98
OS: replicated on Linux & Windows 10, possibly exists elsewhere as well

What steps will reproduce the problem?
(1) Select the omnibox and type `googl` in order to prompt the keyword hint `Press (Tab) to search Google`.
(2) Press tab to accept the keyword hint.
(3) Press down to select the 2nd omnibox match.
(4) Press escape.

What happens instead?

(a) Omnibox displays `e.com`, i.e. the inline autocomplete at the end of step 1.
(b) The keyword hint is present, but
(c) the omnibox is no longer in keyword mode.

What is the expected result?

Unsure. 

For reference, if during step (1) we typed the full text `google.com`, then after step (4), 
(a) Omnibox text would be empty,
(b) the keyword hint would be present, and
(c) the omnibox would not be in keyword mode.

But perhaps it's preferable to
(a) Display 'google.com'
(b) along with the keyword hint and
(c) not be in keyword mode. 
This would align with the behavior of doing steps 1-3 above, and then (4') pressing up.
