Remove "IP address" line item from top-level mobile network page

Issue description

Chrome OS version: 73.0.3673.0
Board: NautilusLTE

Current experience:
The top-level mobile network page includes an "IP address" line item specifying the user's current IP address if/when the local device is connected to the mobile network.

Desired experience:
Please hide the "IP address" row entirely from the top-level mobile network page, as the device's IP address is already available in the Network>Mobile>Network sub-page. See attached mocks for current/desired.

This change has already been approved by UX and chromeos-ui-review@
