Move "Activation status" to Network>Mobile>Advanced sub-menu

Issue description

Chrome OS version: 73.0.3673.0
Board: NautilusLTE

Current experience:
The "Activation status" line item has limited utility, as the status always indicates as “Activated”; if the SIM is unactivated, we show a help string and setup button on the main Settings page, and the user can’t access this sub-page at all.

Desired experience:
Move "Activation status" line item to the Advanced sub-menu in the Mobile network panel. See attached mocks for current/desired.

This change has already been approved by UX and chromeos-ui-review@
