Add a telemetry playback, seek, and mse test for av1 playback.

This will help us judge performance changes over time.

We should re-encode one of the existing: tulip2 or garden2 videos as AV1 in fragmented mp4. (I don't recommend crowd since it's 50fps and bots may have trouble). And then add cases for the following:
_BeginningToEndPlayPage
_SeekPage
_MSEPage

tomfinegan, jzern, johannkoenig: Do any of you have the original YUV files for tulip.1280x720_30Hz_P420.yuv ? I see some bugs around webm project (b/2894324) that seem to show y'all might have them in some codecs team drive?

I don't know the specifics about tulip but jzern@ was working on creating some sequences from the files Netflix made freely available during av1 development. Does it have to be tulip?

Our existing ones use tulip2 for h264+vp9, so I was aiming for keeping it the same, but it doesn't have to be if we can't find the source. Any > 10s test clip is probably fine.
