What steps will reproduce the problem?
(1) Use ChromeOS for a while, including keeping a GMail tab open. It will become janky (issue 923532).
(2) Use Task Manager to kill GMail.
(3) Hit Reload on the GMail tab.

What is the expected result?

Expect that GMail reloads.

What happens instead?

The tab stays stuck on the loading spinner, indefinitely.
