Current experience:
The "Enable SIM card locking (require Pin to use mobile data)" line item is rarely used, and has effectively become a power-user feature
Desired experience:
Move "Enable SIM card locking" feature to the Advanced sub-menu in the Mobile network panel. See attached mocks for current/desired.
This change has already been approved by UX and chromeos-ui-review@
