Overview shield animation is slow

Issue description

It's just opacity animation, so I expect it shoul be fast.
dcastagna@, do you have any idea why it makes aimation slower?

Maybe crbug.com/923794 is related.

Looks like its slow only when wallpaper has blur.  Does it make sense?
