[scroll timeline] correctly handle going from active->inactive

Issue description

Per current spec, when a timeline goes from active -> inactive its associated animation should hold their current time.

Our current implementation does not do this. If we are to do this we should clear the animation start time and instead set its hold time.

It is not clear if scroll timeline should behave this way! e.g., when an element becomes non-scroller, should scroll-linked animations hold last output (current spec'd behavior) or just become inactive as well.
