As part of the flags cleanup effort (https://groups.google.com/a/chromium.org/forum/#!searchin/chromium-dev/from$3Ame%7Csort:date/chromium-dev/2EdSzO9xSto/mKP2KZTHAwAJ) I am doing an audit of all browser flags to see who should own them and when they should be expired.

I came across the "enable-heavy-page-capping". It looks like this feature (per internal CL 225065902) is not being launched, so we should remove the client-side experimental support for it. Are you the right person to own doing that work?
