Character geometries in pages printed to PDF do not match word geometries

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
1. Open the attached html file
2. Print it to PDF
3. Using validate in Adobe Acrobat Pro, check that the fonts are correct

What is the expected behavior?
That the PDF is correct and that it reports no problems

What went wrong?
The PDF is generated with incorrect geometries for the text.

Did this work before? No 

Chrome version: 71.0.3578.98  Channel: stable
OS Version: 7
Flash Version: 

The behaviour has got better from what it was before, but it is still not right. There is an attached PDF which is a copy of what is created and the two PNG files show the discrepency between the word and character geometries which can be illustrated via Adobe Acrobat Pro
