Steps To Reproduce:
(1) Connect DL3 dock (Plugable UD-3900) to machine.

Expected Result:
Audio output from dock is visible from the system settings and its settings could be changed.

Actual Result:
Audio output from dock is not visible under the system settings. Audio input is correctly detected by the CrOS. 
DL3 audio device uses CrOS audio driver.

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)
Always.

What is the impact to the user, and is there a workaround? If so, what is
it?
No workaround. User cannot audio output on the dock.

Please provide any additional information below. Attach a screen shot or
log if possible.
This issue is not reproducible on OS version 70.0.3538.110, which currently CrOS recovery tool is using for eve platform.
Issue was also seen on chell HP Chromebook and kevin Samsung Chromebook.
Bug is also reproducible on canary 73.0.3673.0, dev 73.0.3669.0, beta 72.0.3626.49 channel and as well on ChromiumOS ToT.

This issue does not require monitors or headphones to be attached.
