Steps to reproduce:
Launch iOS Chrome
Open NTP and close it, such that recent tab is populated with an entry as  “New Tab”
Tap on Menu > Recent Tabs
Tap on “New Tab” from “Recently Closed” 

Observed results:
Opening NTP from “Recent Tab” displays different title for NTP
Opening NTP from Menu > New Tab displays title as “New Tab”
Opening NTP from Menu > Recent Tabs > New Tab displays title as “chrome://newtab/

Expected results:
NTP title should remain consistent irrespective of the navigation flow it is accessed from.
