Define DeviceExternalUsbAllowed and DeviceWifiAllowed policies

Issue description

These new device policies should be defined in Chrome code to be received, parsed and stored.

Handling these policies will happen in Chrome OS code and is tracked on https://issuetracker.google.com/122659655 and https://issuetracker.google.com/122659477

Some proposed format for the policy is present in "Device policy" section in this doc: https://docs.google.com/document/d/11vdQnWb_wMiIMDH22s7-3yavrPiR-lGhHe3uaVChvFo/edit#heading=h.t14jihu0rfws
Note that according to guidelines, the naming should be DeviceXXXEnabled or DeviceXXXAllowed.
