Regression : 'Bookmark' icon flickers after clicking on extension's 'Reload' icon on chrome://extensions page.

Issue description

Chrome Version : 73.0.3679.0 (Official Build) a6e4408c6b15bb6af7e93df4ad81373f7fadcb94-refs/branch-heads/3679@{#1} 32/64 bit
OS : Mac(10.13.6, 10.13.1, 10.14.3), Linux(14.04 LTS), Windows (7,8,8.1,10)

What steps will reproduce the problem?
1. Launch chrome, navigate to above test URL and download the "bad_api_permissions_runtime_error" extension.
2. Go to chrome://extensions , enable 'Developer mode', click on 'Load unpacked' button and add extension downloaded in step 1.
3. On chrome://extensions page, click on 'Reload' (seen next to 'Errors' button) icon multiple times and observe the bookmarks icon in omnibox.

Actual Result : 'Bookmark' icon flickers after clicking on extension's 'Reload' icon.

Expected Result : 'Bookmark' icon should not flicker and extension icon (seen next to omnibox) should get refreshed once when clicking on extension's 'Reload' button

This is a regression issue broken in M-73 and below is the bisect information:
Good Build :73.0.3638.0 (Revision : 615717)
Bad Build :73.0.3639.0 (Revision : 616124)

Note : 
1. Able to reproduce issue in Dev build #73.0.3673.0 and Canary #73.0.3680.0
2. This issue can be reproduced with any extension which allows to 'Reload' a extension.

Status: WontFix (was: Assigned)
Extensions is unlaoded during reload, which removes icon. Extensions bar shrinks to fit new number of icons, which causes omnibox to expand.

Working as intended.
