OS: Windows(7,8,8.1,10) and Linux (14.04 LTS)

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://apps and right click on any app, select 'Open as window' option.
(2) Launch app and resize app window to left side then zoom in/out page.
(3) Observe zoom icon.

Actual: Zoom icon is seen chopped after resizing app window.

Expected: Zoom icon should not chopped.

This is a regression issue, broken in 'M70', below is bisect info:

Good Build:70.0.3511.0
Bad Build: 70.0.3512.0

You are probably looking for a change made after 580419 (known good), but no later than 580420(first known bad).
