What steps will reproduce the problem?
(1)Sign into user >>Lock/Sign out
(2)In Lock/Sign out screen, give a wrong password to get alert dialogue
(3)Click 'Learn More' link to open 'Sign-in Help' overlay 
(4)Now click on Ubertray/Shutdown buttons and observe unable to click them(Please refer video)

Actual: Unable to click Ubertray/Shutdown buttons when 'Sign-in Help' overlay is opened
Expected:Should be able to click Ubertray/Shutdown buttons when 'Sign-in Help' overlay is opened

This is a Regression issue as same works fine in 73.0.3644.0/11498.0.0 dev
