Steps to reproduce the problem:
1. create any html form with type="text" and type="password" inputs
2. add autocomplete="off" attribute on form tag
OR
3. add autocomplete="off" attribute on input tags

What is the expected behavior?
autofill / autocomplete should not be applied.

What went wrong?
autofill / autocomplete still applied even after setting autocomplete attribute as "off"
