Regression: [Print Preview] Unnecessary movement of 'इसके लिए गंतव्य दिखा रहा है' texts are seen on 'Select a destination' overlay.

Issue description

Chrome Version: 73.0.3680.0 (Official Build) Revision	2f16b323858c7002f70a557e42e5b1425a9d30e8-refs/branch-heads/3680@{#1} (32/64-bit)
OS: Windows(7, 8, 8.1,10)

What steps will reproduce the problem?
1. Launch Chrome, change browser language to Hindi from chrome://settings/languages and relaunch the Chrome.
2. Sign-in to Chrome with valid credentials and give print command on any webpage.
3. Select 'More destination' option from 'Destination' drop-down list and click to open drop-down list of 'Showing destination for' on 'Select a destination' overlay.
4. Now press up/down arrow from keyboard to move the focus among drop-down options and observe the 'इसके लिए गंतव्य दिखा रहा है' text.

Actual: Unnecessary movement of 'इसके लिए गंतव्य दिखा रहा है' texts are seen on pressing up/down arrow key.
Expected: Movement of 'इसके लिए गंतव्य दिखा रहा है' texts should not seen on pressing up/down arrow key.

This is a regression issue, broken in M-71 series, below is manual regression range:

Good build: 71.0.3551.3 (Revision: 590851)
Bad build: 71.0.3552.2 (Revision: 591210)

You are probably looking for a change made after 591108 (known good), but no later than 591109 (first known bad).

NOTE: 
1. This issue is also reproducible on Stable #71.0.3578.98, Beta #72.0.3626.64 & Dev #73.0.3673.0
2. This issue is not seen on Mac (10.13.1, 10.13.6, 10.14.3) & Linux (14.04 LTS) OS.
