Regression: Summary for 'Enable using the Google local NTP' flag is not seen under chrome:/flags.

Issue description

Chrome Version:  73.0.3679.0 (Official Build) a6e4408c6b15bb6af7e93df4ad81373f7fadcb94-refs/branch-heads/3679@{#1}(32/64-bit).
 	
OS: Win(7,8,8.1,10), Mac(10.13.1, 10.13.6, 10.14.3) and Linux(14.04 LTS).
	       
What steps will reproduce the problem?
1. Launch chrome and navigate to chome://flags.
2. Enable 'Enable using the Google local NTP' flag and relaunch the browser.
3. Now, on chrome://flags search for 'Enable doodles on the local NTP' and select 'Enabled' from the list for the same.
4. Now, click on 'Reset all to default button' and in search box type 'ntp'.
5. Observe 'Enable using the Google local NTP' flag summary.

Actual Result: Summary for 'Enable using the Google local NTP' flag is not seen.
Expected Result: Summary for 'Enable using the Google local NTP' flag should be seen

This is a regression issue broken in M-64 and below is the per-revision-bisect-info:
Good Build : 64.0.3278.0(Revision:519170)
Bad Build : 64.0.3279.0(Revision:519518)

You are probably looking for a change made after 519294 (known good), but no later than 519295 (first known bad).

I can replicate but I need to have a deeper look into this issue. 

You can miss out step 3 and the description of the previously enabled experiment is missing.
