Clarify FetchContext::PrepareRequest and FetchContext::WillSendRequest

Issue description

They're confusing as both take a mutable Request and both are called on
redirects. Naming is also not consistent:
FrameFetchContext::PrepareRequest calls
 - LocalFrameClient::DispatchWillSendRequest
 - WebServiceWorkerNetworkProvider::DispatchWillSendRequest
 - ApplicationCacheHost::WillStartLoading
