Browser title and top bars are not clickable on the secondary screen while using dual monitor setup

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.110 Safari/537.36

Steps to reproduce the problem:
1. dual monitor setup without using Surround (nVidia)
2. open few tabs on the left (main monitor) within a maximized window
3. open a new window and drag it to the secondary screen and maximize that aswell

What is the expected behavior?
the browser window on the right (secondary screen) only works with keyboard shortcut commands (except the viewed content which always works fine just like the window on the left) and do not react to any mouse click

What went wrong?
the highlighted part within the red rectangle (see the attachment) is not reacting to any mouse clicks ... like it is clicking trough the whole window while interacting with the ones behind

Did this work before? Yes today (21.01.2019)

Chrome version: 70.0.3538.110  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 32.0 r0

experienced this issue like almost every time with following the steps written above

Thanks for filing the issue...

Tried to reproduce the issue on reported chrome version 70.0.3538.110 and latest chrome stable 71.0.3578.98 using Windows 10. Attaching screen-cast for reference.
Steps: 
-------
1. Enabled Dual monitor setup and launched reported chrome 
2. Opened few tabs and maximized and opened new tab and dragged it to second monitor 
3. Opened both normal mode and  Incognito mode as per attached screencast 
As we have observed that the browser title and top bars are clickable on the secondary screen

@Reporter: Could you please check the attached screencast and let us know if we missed anything from our end and upgrade to latest chrome stable 71.0.3578.98, you can download latest chrome builds here:" https://www.chromium.org/getting-involved/dev-channel ". Let us know whether issue still persists.
