Starting a Video and decoupling browser tab and transferring to Second Monitor results in blank page

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
1. Start youtube video
2. Immediately transfer tab to another browser in another monitor or just to another monitor.
3. The page will go blank but you can still hear the audio.  Refreshing the page it stays blank.

What is the expected behavior?
Expected behavior is to see the web page and video still after transferring.  If the video has been playing a bit I haven't seen it happen, it usually happens if you click play at the same time you're transferring the page.

What went wrong?
Web page no longer renders to the tab's window.

Did this work before? Yes Whatever I had before, this is a recent problem

Tried testing the issue on reported chrome version #71.0.3578.98 using windows 10 by following below steps.

Steps:
=====
1.Launched chrome.
2.Navigated to https://www.youtube.com/ and selected a video.
3.Dragged the tab to the secondary monitor.
Observation: Able to see the video  
@Reporter: Could you please review attached screencast and let us know if anything is being missed here. Request you to retry the issue by creating a new person without any apps and extensions in it, reset all flags to default and let us know if issue still exists.

I've attached a file, unfortunately it only recorded 1 monitor but you can see the issue.  The other monitor had another browser open.  The issue doesn't always happen, but you can see here that I played a video and then dragged it back and forth to both monitors, attaching it to the browser in each monitor (BOTH monitors had a brower open with many tabs).  You can see eventually I drag it and it goes blank.  I can still hear audio though and refreshing doesn't fix it.  I have to kill the tab.

Also, I have no extensions installed, I removed all of them but the chrome defaults.
