Description:
Customer wants that when they purchase enterprise Chromebooks that the default flow is to enroll the device. 
Instead of having to press Ctrl+Alt+E to enroll they would like this to be the default and to have a key-combo as an option to skip enrollment. 
This could be limited to devices that the OEM has labeled as being enterprise devices.

Use case:
Customer operates across many regions/countries and does not have local IT at all sites. End users need to enroll new devices. 

Motivation:
Customer needs to train users to enroll new devices before logging in. Customer has no easy way to ensure that the end user follows their instructions. 

Existing workarounds:
End users go through standard OOBE and enroll devices as instructed.
