What steps will reproduce the problem?
(1)Sign into user >> Get 2 or more notification 
(For ex:take a screenshot and rotate the display for display notification)
(2)Open ubertray such that notifications are seen on its top 
(3)By tabbing,close the top notification and observe tab focus again starts from Sign out button of ubertary instead of moving to its below notification

Actual: Tab focus traversal again starts from ubertray when one notification is closed
Expected: Instead, tab focus should be moved to below notification when its above notification is closed 

This is a Non-Regression issue seen from M70
