WebRtcStressResolutionSwitchBrowserTest.MANUAL_SurvivesPeerConnectionResolutionSwitching is flaky on

The error is excessive output. Manually running locally it passed but the output is indeed very spammy.

Make peerconnection-multiple-streams.js run Plan B.

When run in Unified Plan the output is very spammy and on some bots it
flakily fails with "excessive output".
