Regression: Black screen is seen while navigating to chrome://downloads.

Issue description

Chrome Version: 73.0.3678.0 (Official Build) 657e8a65d00ae8de986ce0d7ef4d3f8a67bd008b-refs/branch-heads/3678@{#1}(32/64-bit).
 	
OS: Win(7,8,8.1,10).

What steps will reproduce the problem?
1. Launch chrome and Navigate to the above URL.
2. Click on 'Full-screen' icon on video to go to full-screen mode and then click on 'Download' option from the overflow menu. 
3. Cancel the ongoing download and click on 'Show All' button from Download shelf.
4. Observe.

Actual Result: Black screen is seen while navigating to chrome://downloads after clicking 'Show All' button in download shelf.
Expected Result: No such black screen should be seen while navigating to chrome://downloads page.

This is a regression issue broken in M-71 and below is the bisect-info:
Good Build : 71.0.3558.0(Revision:593043)
Bad Build : 71.0.3559.0(Revision:593399)

rayankans: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

Note: 
1. Unable to provide 'per-revision' bisect as it shows "Access Denied" error message for above range. (tried on other machines but still getting the same error again)
2. Unable to perform Chromium bisect as 'File is not a zip file' error is seen.
3. Hence providing suspect manually.
4. Issue is also seen on Stable #71.0.3578.98, Beta #72.0.3626.64 and Dev #73.0.3673.0 build.
5. Issue is not observed on Mac(10.13.1, 10.13.6, 10.14.3) and Linux(14.04 LTS) OS

The change linked is completely unrelated to the issue.

This looks like something someone from the downloads team should look at.

Hi,

Reworked on bisect script and performed bisect using per-revison script.

Below is the per-revision bisect info:

You are probably looking for a change made after 593233 (known good), but no later than 593234 (first known bad).

CHANGE LOG URL:

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

that feels like a GPU or rendering bug. Not a download issue, remove myself from the owner

If it's Win only then it is most likely compositing related, not Blink side.

But video + fullscreen + download, who really knows. We need another bisect.
