OS : Mac(10.13.6, 10.13.1, 10.14.3), Linux(14.04 LTS), Windows (7,8,8.1,10)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://settings page and set font size to 'Very small'.
2. Open print preview window using 'Command + P' keys.
3. Go to 'Select a destination..' dialog and observe the spinner seen next to the 'Manage' link. 

Actual Result : Spinner in 'Destination' dialog appears chopped from top when font size is set to 'Very small'.

Expected Result : Spinner should not get chopped when default font size is set to 'Very small'.

This is a regression issue broken in M-71 and below is the bisect information:
Good Build : 71.0.3558.0 (Revision : 593043)
Bad Build : 71.0.3559.0 (Revision : 593399)

Note : 
1. Able to reproduce issue in Stable #71.0.3578.98 , Dev #73.0.3673.0  and Beta #72.0.3626.64
2. Unable to perform Per-revision bisect as it shows an traceback error; Tried on other machines but still getting the same error.
3. Hence provided suspect through 'Chromium bisect'.
