OS: Windows(7,8,8.1,10) ,Mac(10.13.1 , 10.13.6 , 10.14.3)and Linux (14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome and give print command.
2. Press tab key to bring focus on destination drop down and press enter key.
3. Now using down arrow key select destination option and again press enter key.
4. Observe.

Actual: Flickering of print button on print preview page is seen on changing destination on first instance.
Expected: Flickering of print button on print preview page should not be seen on changing destination on first instance.

This is a regression issue, broken in 'M73', will soon update the other info:

Good Build: 73.0.3674.0
Bad Build:  73.0.3676.0
