background-size with dimension over 100% results in disproportionately scaled background image

Issue descriptionSteps to reproduce the problem: 1. Use Android Chrome (desktop Chrome works fine, even with the device toolbar enabled) 2. Assign body's background to an image url 3. Assign body's background-size to a dimension that's _larger_ than 100vh, 100vw, or 100%. The larger it is the more image distortion you can observe. What is the expected behavior? The background image's proportions should be maintained so it's doesn't look squished or stretched out. What went wrong? The background image's proportions are changed so it looks squished or stretched out. Did this work before? Yes within the last year? (on stable versions) Does this work in other browsers?
