This bug is to track the efforts to bring together the recent tool expansions specifically with power_ServodWrapper, and v4 charge utils to create two sort of meta tests

power_Monitoring: a suite runner that loops for a given amount of (many) hours loops over a suite, running each test, and charging the DUT in between tests should that become necessary

power_Qualification: a suite that runs through a test for all hardware qualifications for battery life and charging time, and returns an answer for each one of them: if they're met, or not.

The first one to tackle is power_Monitoring as everything is already in place for it.

For power_Qualification we need to scheme a little better as the times when the battery is drained should be used to run a charging test as opposed to just randomly charging at least, while there are charging tests.
We also need charging tests, like 3, for each requirement. And to make sure the v4's used for those can supply enough power
