Some websites aren't loading

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/73.0.3678.0 Safari/537.36

Example URL:
https://twitter.com/

Steps to reproduce the problem:
1. Go to certain websites e.g. [https://twitter.com/] [https://9to5google.com/]
2. The content won't load

What is the expected behavior?
The page to load

What went wrong?
The JS/CSS files aren't loaded, the requests get no responses

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes

Duplicate of  bug 923685 .

Until this is fixed you can disable the bug with a command line switch:
--disable-features=TLS13KeyUpdate
