Flags do not show unless logged in as guest

Issue description

Chrome Version: 73.0.3673.0 (Developer Build)
Chrome OS Version: 11612.0.2019_01_20_1514

Steps To Reproduce:
(1) Build latest version of chromium os (Board=amd64-generic)
(2) First login setup (login with any gmail address)
(3) goto chrome://flags (normal or incognito mode does not matter)
(4) sign out and log in as guest and goto chrome://flags

Expected Result:
chrome://flags should show flags when logged in as user.

Actual Result:
chrome://flags does not show anything apart from the search and the reset button. The flags only show up when logged in as guest.

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)
Always.

What is the impact to the user, and is there a workaround? If so, what is
it?
On earlier versionns you could make the flags show by opening it in an incognito window. In later versions this does not work anymore.
