Connection drops on website request for Chrome Canary

Issue description

Chrome Version       : 73.0.3678.0 (official build) canary (64bit) (cohort: Clang-64)
OS Version: Windows 10.0

URLs (if applicable) : https://pbs.twimg.com/media/CqzwpPnWEAAiGjW.jpg

Other browsers tested:
     Safari: OK
    Firefox: OK (developer edition)
    IE/Edge: OK
     Chrome: OK (Stable)

What steps will reproduce the problem?
1. Access the above link on the latest Chrome Canary.
2. the page returns connection refused, but it works on other browsers.

What is the expected result?
The page loads and image is loaded properly.

What happens instead of that?
Connection refused


Please provide any additional information below. Attach a screenshot if
possible.

    I am not sure but I think websites with DigiCert-based certificates are dropped on the request.
    When I try accessing the website with a self-generated and self-trusted certificate, the connection works without a problem.
    I'm guessing whether this has been caused by https certificate checks or not.
    I'm not sure if this connection drop is related with the Symantec distrust events. 
    Because of this issue, many websites like GitHub and Twitter are not functioning properly.

Reproducing same here (macOS), starting: Version 73.0.3678.0 (Official Build) canary (64-bit)

pbs.twimg.com looks like hosted via EdgeCast CDN, and the other websites using EdgeCast CDN is also inaccessible by the same error:, e.g.:

https://www.verizondigitalmedia.com/platform/edgecast-cdn/

I couldn't find a website using EdgeCast CDN with plain HTTP, but I guess this is a HTTP/2 interoperability issue.

OK, I found a plain HTTP URL served from EdgeCast CDN.

OK: http://images.verizondigitalmedia.com/2016/06/dms-favicon.ico
NG: https://images.verizondigitalmedia.com/2016/06/dms-favicon.ico

Several DigiCert websites are still available I think certificates used are irrelevant.

Duplicate of  bug 923685 .

Until this is fixed you can disable the bug with a command line switch:
--disable-features=TLS13KeyUpdate
